Convert txt file to CSV, when not standard character

Olá, está tudo bem?

Como faço para converter este arquivo anexado em um CSV ou como posso usá-lo no SQL Server?

O arquivo contém linhas e colunas de forma não padrão.

@mateussiq , try using any online converter where file can be converted from text to csv. For uploading csv file on sql server management studio right click on the database and upload a flat file.
