Convert a column's values into non-repeating headers

I am trying to convert my headers but I'm not entirley sure how. I've been using Power BI for years now and I can usually find my answer on another post but I can't seem to find an answer for this. I have a set number of repeating values in a column that I would like to make headers. I have tried un-pivoting and transposing so many different ways but I can't seem to get what I need. I only need one date and timestamp per day and interval of recording. They repeat for EVERY measurement.

Here's what I have:
