    Create a measure.

    Measure_1 =
CALCULATE (
    SUM ( 'Test Data'[VALUE] ),
    FILTER (
        ALL ( 'Test Data' ),
        'Test Data'[VERSION] = "Actual/Forecast"
            && 'Test Data'[FIN_WEEK] = SELECTEDVALUE ( 'Test Data'[FIN_WEEK] )
            && 'Test Data'[MEASURE] = SELECTEDVALUE ( 'Test Data'[MEASURE] )
    )
)
