I got this error code as well. It drove me nuts and left me dead in the water for weeks. For me, the issue was caused by switching from the standalone PowerB BI app to the Report Server version. The uninstall of the standalone Power BI Desktop did not purge or delete the cache created. Using the Report Server version appears to have ended up creating a new cache but the app itself pinging both caches and coming up with 'duplicate keys'. I couldn't clear the cache from inside Power BI (it gave the same error again) but was able to manually clear the cache from my user > AppData > Local >Microsoft > Power BI Desktop -- and Power BI Desktop SSRS -- Cache folders.
