Construction Productivity

I'm beginning to question whether I can do this in BI so ideas would be great.

 

I'm deriving basic productivities for disciplines from historical data that I tag by day in calendar table.  P6 is then compared with timesheets for thhe period.

Then I can use PF with Forecast P6 compared to Roster to see if there enough people available.  I had the option of looking anywhere in the next 12 weeks. And traffic light conditional for people availability.

But my client wants to see it in a histogram over time.

Something like this.

But I believe I'm running into filter context issues as PF is DAX calc.  Can I grab a value from a card?  Or is there another way to do this?
