    Eventually we assigned the account 'Site Collection Administrator' to get this done.

     

    Obviously, that's a very big club to hand a reporting account, and we will probably have to revisit the solution, but we need it working for now.

Check it out and see if that fixes your issue. I recommend using the SharePoint List connector instead of the hand-crafted OData link since the Connector will do everything for you, including updating the OData string with filters, if you put your filter in the right place within Power Query.
