Connect a Data Gateway to Power BI Desktop

I have a on prem SQL server that I set up a data gateway for.  I am tryinig to connect Power BI Desktop to that gateway.  I am not finding any documentation on now to do that.  I am only finding documentation on how to set up the gateway.  

I have remote developer that needs to create reports from scratch, this is the reason the gateway was created.  I am new to Power BI as the IT guy trying to set this up for the first time.  Any help would be appreciated on how to accomplish this.

On-premises data gateway is not used in this scenario. It is used when you have published a report which connects to on-premises data sources to Power BI Service and want to refresh the data in Power BI Service. It connects Power BI Service and on-premises data sources. 

Now you have remote developer that needs to create reports from scratch, I think your purpose is to make him have access to your on-prem SQL Server database, so he is able to query data from the database to create a report, right? If so, what you need is VPN that can let him access the database in your company's intranet.

The report does not exist yet. I am I correct that I need to create the data set and then connect Power BI desktop to the data set?
