Hi there, you can use Alpha Serve on Atlassian websites. It is free for small teams but can be expensive for larger ones ($30000). 

Also, here is a script that connects Jira to Power BI: https://vidi-corp.com/how-to-connect-jira-to-power-bi/ . In this case you don't need to think about subscription.
