Connect Power BI to PostgreSQL Database on Heroku.

How to connect Power BI to PostgreSQL Database?  I've got bellow message and when I click 'Learn more' it's link to to to download 'Npgsql'.  but still not working after i installed this addon.  Please help.

I installed Npgsql 3.1.8, and I can successfully connect to PostgreSQL database in Power BI Desktop. In your scenario, make sure you select the GAC option when installing Npgsql.

How did you overcome the certificate error?

Details: "An error happened while reading data from the provider: 'TlsClientStream.ClientAlertException: CertificateUnknown: Server certificate was not accepted. Chain status: A certificate chain processed, but terminated in a root certificate which is not trusted by the trust provider.
. The specified hostname was not present in the certificate.
