Conditional formatting option does not appear on a data label

This issue occurs when you have two versions of Power BI desktop that are the same, try these steps:
1. Delete your visual, then recreate a visual and see if the feature exists.
2. Create a new blank PBIX file and check whether the function exists.
3. If this function is not available in the blank PBIX file, check whether the preview function settings are the same.
4. If none of the above features work, try to install the newer version.
