Conditional formatting on table % not correct

I have a table with a column showing percentages, on this column I have set up conditional formatting with rules seen below. Values showing as 100% are not following the set rules correctly. Showing up as amber instead of green as they should.

I have set the rules up as numbers and 100% is represented as 1 as I have had issues with the previously. However I cannot find a fix for this situation.

Anyhelp greatly appreciated, thank you.

@Anonymous you have 2 condition with <= 1. Check that out.
for yello it should be >= 0.85 < .99999
for green it should be >= .99999 <=1
