Conditional formatting for icons to compare across years

Hi everyone,

 

I am very new to powerbi so my apologies if this question has been answered before!

 

I have a data set that looks like this:

I would like to make this dataset into a matrix and input conditional formatting on icons to make comparisons across years. For example, placing icons such as ⬆️➡️⬇️ to show if a number has increased, decreased or stayed the same year on year. 

 

For example, I would like to see whether the number of engineers who have 'country' as their region classification and work in sector A, have increased or decreased since 2020. My actual data set has four years of data so I would like to apply this year on year. 

 

 

Ideally, my output would look like this:

Is this possible in Powerbi?
