Hi saadghojaria ,
According to your description, [total_in_time_dev_val] is a measure for which you want to create a conditional format, right?
Then we can create a color measure.
Color = SWITCH(TRUE(), [total_in_time_dev_val]<=1 && [total_in_time_dev_val]>=0.96,"green", [total_in_time_dev_val]<0.96 && [total_in_time_dev_val]>=0.8,"yellow", [total_in_time_dev_val]<0.8,"red")Setting the Conditional Format.
Then the result is as follows.
