Conditional formatting based on the previous week's value

Hi All,

Is there any way to do the conditional formatting for the week 4 values based on the values in week 4?

I want ot show 9.54 in Red as it is less than 11.43 and also 14.28 in Red. 

However the conditional formatting option available is not showing the color like i want.

14.28 doesnt come up as Red.

Please let me know if there is any way to achieve this?
