Conditional formatting (bars) with another measure in matrix

Hello,

Is ther a possibility to add bars built on another measure?

For example in the column there is sales Qty of particular stores and the conditional formatting (bar) should show difference from the country average.
There is such an option with background, but I want to add bars.
