Conditional formatting a matrix on column but weighted not ranked

So I have a fairly complicated matrix that shows rolling % installed for a given month's orders over time (month lag). 

 

The measure is complicated but I wanted some conditional formatting to highlighted good and bad months.

 

However, I used the rank formula in the second image below to basically give me a conditonal format based on column lag and not row or overall. Obviously, by month lag 6 the % will look vastly different than month lag 3. 

 

The problem is this isn't weighted. Look at order month 7/31/2022 in the first image below and go over to where it says 84%. The overall weighted average for that lag month is only 80%. Yet is still colors red, mostly because the unweighted rank is barely in the lower half when ranked smallest to greatest. 

 

Any idea how I might get to key in on the weighted average that are shown below (the totals basically) in the matrix? 

 

I could scrub out identifying data if necessary and upload this file somewhere if that's helpful.
