Conditional format data bar - bar covers full range even when in percentage is less than 100%
I have applied a measure for %Complete (= [_EV] / [_EV]. It gives me the correct percentage value, but when i turn the conditional formatting data bar on, the highest value (22%) measures 100% of the data bar.
How do i get the data bar to only fill 22% of the cell size?

We can try to change the range of the bar from 0 to 1 to meet your requirement:
