Conditional Formatting working in desktop but not working in Power BI Service

Hi,   I have a simple review where a backgroud conditional formatting is applied to card visual. This works in Desktop & am able to see the color changes based on values but not working in Power BI...

Is it published correctly? Check that. Clear cache and Try.

    I may need to try a restart once. if that works. vut its completly strange a solution works in Power BI desktop while not working in service at the same time.
