I have a measure calculating a percentage - the number of questions correct divided by the total number of questions to get a percentage. However the conditional formatting icon is not matching the value. I believe it is an aggregation issue as the question ID may appear more than once but I am not sure. Any suggestions?

You have to specify the actual values.
70% means 0.70
79% means 0.79
100% means 1
Change the values in the conditional format rule and apply it.

The 'percent' in conditional format represents a percentage based on the current value and the maximum value.
The nature of the percentage of your data is still number, so it should be converted into number to define the conditions.
