Conditional Formatting of table not working

I have a measure that I've created to show a specific score. I want to be able to color code this score so that anything below 60 is red, and anything above 60 is green. I have used conditional formatting on a table in the past, so I was going to do that with this value, and format it so that essentially it will resemble a Card, but actually be a Table. However, whenever I try to use the conditional formatting, as I have in other dashboards, nothing works. I've tried using the Background Color Scales conditional formatting with the minimum number being .599 or 59 and the maximum being .6 or 60 - because I wasn't sure if it would be formatting based on a decimal or a percentage, even though I'm displaying the number as a percentage. Using Diverging values doesn't seem to work either. I've also tried using the Color by rules function, and it still does not work. 

 

Has anyone else all of a sudden had trouble using conditional formatting on a table? Any suggestions for how to get around this?
