Conditional Formatting not filling correct numbers made within rules

Hello and thank you in advance to all,

 

The problem i am having is when i set rule, its filling data but with the wrong color

 

ex 1 of when it works:

 

as you can see with the rule set as they are under 14.99 is green and above red.  (This is within a matrix).

Now when i take and use the same logic within my other matrix the fill colors seems to go above and or below the threshold.

The first set of number are set to the rules you see.  The all red happens when you change it from sum to avg.  

 

This seems like a pretty easy fix but my brain is not seeing this correctly..  Any help would be appreciated.

Lol  after seeing what you said, duh..   Thank you for keeping my mind straight..  Sometimes the most obvious is the one missed..
