Conditional Formatting not an option for Clustered Bar Chart

I've seen many posts which explain that you can not use conditional formatting on bars when there is a legend, or with multiple values, but I am trying with only one x-axis field and can not get the option for conditional formatting of the bar itself.

Is this my error or a tool limitation? I see the same thing with both the measure and the decimal field shown below (not at the same time).
