Conditional Formatting - matrix row

Trying to set up a cond formatting to the highest number in each row, to be background color of dark grey.  The values are not coming from any measure.  I am doing % of row total of responses.  See p...

Can you provide sample data or sample power bi file? Because I am able to achieve it in my file.

        jcastr02, Well, I just disabled and then enabled conditional formatting option for the field and it worked. See below:
