Conditional Formatting locked to 'Percent' levels

    Hi, OEade 

     

    Maybe you can try the following.

    Measure:

    Measure = DIVIDE(SUM('Table'[Value1]),SUM('Table'[Value2]))
    Color = IF([Measure]>=0,"Green","Red")

    Does this match the output you expect?
