Conditional Formatting in the Matrix

I am trying to put some background colors in the values of my matrix. I have column called "Achieved" with following values   123.44% 87.22% 146%   which means  23.44 above the target 12.78 b...

    They are the subtotals (totals). They can be colored. Like below enable it in the settings:
