Conditional Formatting in a Table

I am trying to create a rule where if a value is BLANK, then the background color will turn red.  However, when I go to the 'format value' by field value, it does not let me select the value/column.  Is there another way around this.  I've included screen shots where you see that Mod 5/7 have values that are blank and those should turn red if blank.

        I think the "Field Value" option for formatting is for using a measure. I would try the "rule" option then there's a  place for you to pick the field(column) you want to base it on.
