This appears fixed in release May 2022 and is no longer an issue I am experiencing.

- Not sure how clearing browser cache would help when the browser/tab is not even being launched. The links are working from the published dashboard online, as mentioned earlier. Just not from Desktop.
- Is it related to my other reported issue about no longer opening a link in the default browser? No. In that ticket, some other mini-Edge bundled browser was being launched from Power BI Desktop
- Searching yielded no useful results for me
