Conditional Formatting doesn't work because it always summarizes the column

When you select a column as the field which the conditional formatting is based on, it is expected to be summarized with a definite aggregation type ("First" in your image) as this will provide only one scalar value for a rule to make the decision. In your second image, the status are all "Active" so whichever aggregation method you choose, the result will always be "Active".
You said it doesn't work correctly if you have a date filter applied. If the date field is from another table, please check the relationship between two tables. If the cross-filter direction is set incorrectly, the filtering result might be incorrect, leading to the conditionl formatting not working.
