I created a conditional formatting as you will se below, the first rule requires that %117.1 should be green but it shows as orange.
This is a measure btw

You should replace the Percent by Number in conditions.

>= 0.8 [number] and < 0.9 [number]

In the first rule you are mixing percentage and number. Did you intend to do that?
