Conditional Formatting Option not visible in Power BI Desktop

Many thanks to lucadelicio  for your very quick and effective replies, and I will give some additions below:

1. Conditional Formatting is a free feature in Power BI Desktop and Power BI Service, needn't license.

2. Not all charts are supported this feature, only support Table and Matrixes visual in Power BI.

3. You need visualze data firstly, then you could set conditional formatting.
