Conditional Formatting - Icons - all data gets the same icon

I'm very new to PowerBI, blindly going into it without any research or training thinking I could accomplish a relatively simple report to replace something currently being done manually and build on it as needed.

 

I'm having a strange issue with  Conditional formatting using Icons.  I have tried using both percentages as the value and numbers, the format of the data source (an excel document) I have also adjusted to be text, numbers, and percentages (updating the numbers accordingly each time).

 

No matter what I put into the field the icon that shows is the last icon on my conditional format configuration.  In my current sheet I have values ranging from 0.1 to 7, the icon for each one is the green circle.

Am I missing something obvious? I 've looked at various guides on setting up icon formatting and am following their steps exactly.

I agree to @parry2k 's idea. You can use "sum" instead of "count".

@PowerNooBi well based on your sample data I expect it to return the same icon because you are using count in the conditional formatting and each row has a count for one and so expected the same result.
