Conditional Formatting Help Pls!! Why are these cells not highlighting.

I am not sure if this is because its a calculated measure but I cannot get this to work. Please see 2 examples below.

AmberJane you should change percent to number and keep the value 1

AmberJane you have to use .99 and 1, it is a % measure so 1 is 100%

  Now I can't get it to highlight at all using the examples I provided above and then also using your suggestion 😞
