    Hi,

    Please check the below DAX for creating a new table, and the attached pbix file.

     

    New Table = 
SUMMARIZECOLUMNS (
    Data[Name],
    Data[Date],
    "@Concatenation",
        CONCATENATEX (
            FILTER (
                Data,
                Data[Name] = MAX ( Data[Name] )
                    && Data[Date] = MAX ( Data[Date] )
            ),
            Data[Is_skipped],
            ", "
        )
)
