Concatenate Error

I'm trying to concatenate two columns but the rows on which the concatenation occur are incongruent with the fields. 

Manu Model = ([Manufacturer] & [Model number]) 

Above is the code used, I've also tried CONCATENATE() and nothing changed. Values test whether or not fields are blank are congruent with the rows. 

Any help would be much appreciated
