From your description, I could not understand your logic about below word:

For example with Reporting Period 2019-01 and 2019-2 selected the graphic will show Jan-19 as -1 and Feb-19 as +1 becasue in 2019-01 three milestones were to be acheived in Jan-19 however in 2019-02 the forecast is two in Jan-19 and one in Feb-19
If all reporting period is same with Date, it will be -1? And only one reporting period (2019-02,Z,Z-1,Contract sign,2019/2/1) is same with Date will show +1?
