Compare Similar Values from Same Column - Display values if match

I want to compare the first 4 characters of each policy number
parry2k with the same column. So I want to look at column labeled policy number and I want to search for any policy numbers that are similiar by the first 4 characters. If found, I want to display the estimated premium value under the estimatedpremium column for that row as shown. I only want to show the value for the max expiration date, and then compare with the matching policy on teh year prior expiration date.
