Compare Distinct Column1 values with values in other 3 column.

Please create a calculated column like this.

        DISTINCT ( 'Table'[Chief Minister] ),
        DISTINCT ( 'Table'[Deputy] ),
        DISTINCT ( 'Table'[Manager] )
    )
VAR _result =
    SWITCH (
        TRUE (),
        'Table'[PrimeMinister] = ""
            || ISBLANK ( 'Table'[PrimeMinister] ), 0,
        'Table'[PrimeMinister] IN _table, 1,
        0
    )
RETURN
    _result
