Helper IIComments on individual data point or visual

It's not natively available within Power BIfor data points, but there is a general comment feature for a dashboard or report . But you can add comments in an Excel or SharePoint List and then show these comments in a Tooltip when you hover over the data. If you have the licence, you could build a Power App to collect the comments and even embed the Power App in the PBI ReportBut the key here is structuring the Excel/SharePoint List correctly so that the comments show on the correct data.
You will need to think about the following possible dimensions, change to whatever is in your dataset
- Date
- Product/Country/ etc..
Load the data into Power BI, create relationships with your dimenesion tables. Create a tooltip page for the Comments
