Hi,
On my customer context it's out of question to use OnPremises Data Gateway.
But we still need to schedule refresh.
We thought about command line otpions to open/refresh/publish PBIX.
We tried this PBIXRefresher but without any success.
Does anyone have tried and succeed to achieve this ?

Here is an idea about programmatically refreshing PowerBI Desktop files data. You can vote it up and add your comments there to improve Power BI on this feature.
In addition, from one comment of the idea, a workaround of using Power Update was mentioned. Could you go to check if it helps in your scenario?

Did you install the UIAutomation libraries? I'm not aware that Microsoft has really opened up Power BI Desktop to automation like this in the same way as Excel, Word, etc. Back in the day, I remember that we used to use a start-up macro in Excel that would perform the refresh and then save the file but I'm not aware of that kind of functionality in Desktop.
