Here is an idea about programmatically refreshing PowerBI Desktop files data. You can vote it up and add your comments there to improve Power BI on this feature. :smileyhappy:
In addition, from one comment of the idea, a workaround of using Power Update was mentioned. Could you go to check if it helps in your scenario?
