Combo Chart Small Multiples - Uninterrupted Line

Hi Community,

I am trying to create a Combo Chart in Power Bi, grouped by small multiples and display a target line for each small multiple. Combo chart don't have the option to add reference lines, and I need it because i want to display more than one data label.

The problem is that when using small multiples the line gets interrupted when there is no data. I want it to display a continuous line. unbroken. The target could be a fixed value of let's say 0.2 M. Below chart was created using Superstore data:
