We need more info. [Water] = [Count of Hydrogen] + [Count of Oxygen] combines two measures into one.

Please find the attached sample data for working, in this report i wish to be have Total Headcount to be filter by City, region month year, and when i select month and any one of other slicer then Visual has to display value accordingly.
I have shared my meaure in which i have shown if there is no value selected then visual should show currant month details (should be this if there is no selection if multiple slicer selection then visual has to display data)
and then display as per selection.
Hope i clear on my results

In your PBIX file, please select slicer of "City" from Table "City" instead of Table "Columns for filter or Slicer".
