Combine 2 queries into one, grouping on 2 values

I essentially need the following and have been stuck on how to combine them. 

I have Query 1 and Query 2, and trying to combine them to make Query 3, or the Desired Query in the photo below. I have been trying everything to combine them by age group and state. Any suggestions?

do you want it in Power Query or DAX?

Power Query would be most desirable but I can do DAX if that is easier
