Color measures acting weird.

So I setted up the measure as if 2020<2019 than red otherwise green. as your can see all the other rows are wokring properly, but not the third row. for this row 911 somehow is "greater" than 1167. weird thing is the same measure work properly when compared 2019 to 2018.  Anyone knows whats going on here? thanks in advanced
