In Power BI, you can apply conditional formatting to various elements of your visuals, including data columns in stacked column charts. The color of each legend is determined according to the theme, if you need to change the color of the legend, you need to select the legend and select the color manually.

If I understand correctly, you're referring to conditional formatting of column segments. In this type of chart, conditional formatting is not available.
