Collecting cell format data into Power BI

How would one get that data? I've never done that before so I don't know how or have any idea for how to search that information on the web.

I think you need to contact the data source admin/provider to confirm where the source data of the sheet and corresponding table store the detailed style and settings.
Then you can use the corresponding data connector or use a web connector to get data from Datasource or rest API.
