I have a report with the revenue from 2006 thru 2022 and the data labels are not showing in 4 of the 17 year columns. The labels display as you'd expect in the other 13 columns. What would cause the data labels to not disply on all columns?

Can you make the visual bigger from left to right? Do the years show up then? If yes, then it is because there is not enough space. If that is the case and you do not have so much space than create for your years another column where you only put the last two digits of the year (13,14,15,16 ... 22) and then you should see every year in your visual.
If it is really because of the space then you could also make the values on the x axis smaller

There is transaction data in the years with no data label. the right info is seen in the tool tip, but I was stumped on why it displays in some but not all of the years

As you describe it the typical cause would be that there are no transaction data to be shown for the years which are missing. What iritates me a little bit is that you speak about columns instead of values.
So if the idea above does not answer you questions can you share some mor information? How does the table look like and what do you want to visualise?
