What you want to create is a Stacked Clustered Chart, you can try some custom visuals to get the expected result. For example,

• Stacked Clustered Chart
• Clustered Stacked Column (Standard)
• Clustered Stacked Column Chart (Pro)

To access the app store in Power BI Desktop, in the Visualization pane select the ellipsis, then select Get more visuals.
