Clustered bar chart - conditional format

Dear all, I have created a clustered column chart with two values in Y axis and dates in x axis. I want to conditional format one of the values but in format pane there is no option available. ...
Need Help

If I put only one value in y axis, then the conditional format option shows.  But for 2 values in y axis, it doesn't.
