Clustered Column with Line Chart Show Values and Tarets

Hello Community,

I have one requirement to create a visual like this

The three bars represents 3 measures: Actual, Budget, and LY Actual .. for each category

The three markers represents 3 Target measures: Actual Target, Budget Target, and LY Actual Target.

When I try to make the same in Power BI, these Markers are getting on top of each other, Although I need Actual Target to be on top of actual, and Budget target on top of Target ... etc. as the following image

I also tried a lot of 3rd party visual but no luck.

Is there anyway to achieve the requirement without changing the data model?
